EARLY CARE & EDUCATION
OIR has over 15 years of experience in the delivery and evaluation of Early Care and Education programming. We combine this experience with strong connections to local providers and advocates to result in the planning and implementation of meaningful, effective and flexible program evaluations.

Current Projects:
City of Bath, Maine and Family Focus Child Care Planning (2009) – Evaluator on a survey effort by the City of Bath in conjunction with Family Focus to determine what types of child care services are currently meeting the needs of Bath families and what child care services are needed.

Early Literacy for Every Child (2008-2011) – Lead Researcher and Evaluator for three-year Early Reading First Grant in Portland, Lewiston and Biddeford, Maine. Implementing study to evaluate impact of intensive early literacy intervention in child care classrooms.

Connecticut is Reading First (2008-2011) – Lead Researcher and Evaluator for three-year Early Reading First Grant in Hartford and Waterbury, Connecticut. Implementing study to evaluate impact of intensive early literacy intervention in child care classrooms.

New Americans: Child Care Choices of Immigrant and Refugee Parents of Young English Language Learners (2007-2010) – Principal Investigator for study in Maine and Colorado to examine the child care choices of Somalian, Sudanese and Cambodian refugees and Mexican Immigrants.

Little Sprouts Early Literacy Collaborative (2006-2009) – Lead Researcher and Evaluator for three-year Early Reading First Grant in Methuen, Massachusetts. Implementing quasi-experimental design to evaluate impact of intensive early literacy intervention in five child care centers.

Portland Early Literacy Collaborative (2006-2009) – Provide research and evaluation for Early Reading First Grant in Portland, Maine. Implementing quasi-experimental design to evaluate impact of intensive early literacy intervention in nine child care classrooms. The goal for children is for them to achieve age-appropriate development of: Oral Language, Phonological Awareness, Alphabet Knowledge, and Print Awareness. The goal for the early childhood programs is for them to become “centers of excellence” by significantly improving the language and print richness of the classroom environment by using Opening Worlds to Learning (OWL) a Scientifically Based Reading Research (SBRR) early literacy curriculum.

New York State Quality Rating System (2006 - 2008) – Consultant to team developing standards for Quality Rating System in New York.

Massachusetts Quality Rating and Improvement System (2008) – Consult and facilitate process to designing a QRIS system for Massachusetts.

United Way of Massachusetts Bay Capacity Building Initiative (2006-2009) – Identify, train and provide technical assistance to child care programs implementing a child assessment system.

Universal Pre-Kindergarten training and technical assistance (2008) – Provide training and technical assistance materials for Massachusetts UPK grantees.

Completed Projects:
Massachusetts Behavioral/Mental Health Specialist Study (2007) – Lead Researcher for study of behavioral/mental health specialists in child care programs across Massachusetts.

Massachusetts Child Care Health Consultant Study (2006) – Developed database of child care health consultants in Massachusetts and conducted survey of child care health consultants to determine their educational background and current activities with child care programs.

Universal Pre-Kindergarten Pilot (2007) – Lead Researcher for pilot of requiring child assessments within about 200 pre-kindergarten programs across Massachusetts.

Massachusetts Kindergarten Readiness Assessment System (2006) – Principal Investigator for grant from the Massachusetts Department of Early Education and Care to develop a blueprint for a kindergarten readiness assessment system through a state-wide survey, case studies and an assessment implementation pilot.

Children’s Hunger Alliance Mentoring Programs. (2006-2007) – Conducted study of three types of mentoring/technical assistance programs for family child care providers in three areas in Ohio.

Early Learning Opportunities Grant – Coastal Maine (2005 - 2007) – Provide evaluation for $919,000 grant from federal Child Care Bureau to improve quality and accessibility to early care and education in Coastal Maine.

Rhode Island Quality Rating System (2005-2006) – Developing standards for Quality Rating System in Rhode Island (through RI Kids Count) through stakeholders group and parent focus groups. Quality Rating System to be piloted in 2007.

United Way of Greater Portsmouth (2005-2006) – Outcomes evaluation consulting working with 8 child care centers to develop and implement assessment system.

Maine Early Childhood Learning Guidelines Evaluation (2005-2006) – Evaluate training and implementation of Early Childhood Learning Guidelines in 4 areas of Maine.

Assessment of School Readiness Tools (2004-2005; Continuation in 2006) – Grant from the Massachusetts Office of Child Care Services to investigate, pilot and recommend school readiness assessments to early care and education settings in Massachusetts. Re-hired in 2006 to develop survey for child care providers on use of assessment related to school readiness.

Early Learning Opportunities Grant - Western Maine (2004 - 2006) – $880,000 grant from federal Child Care Bureau to improve quality and accessibility to early care and education in Western Maine.

Harvard After School Initiative (2005) – Consultant to develop proposal for enhancing kindergarten readiness of children in three areas in Massachusetts based on the latest research.

Minnesota School Readiness Evaluation Options (2005) – Consultant for Minnesota Department of Human Services - Community Partnership Division. Developed paper on state assessment of school readiness.

United Way of Massachusetts Bay (2005) – Consultant for United Way of Massachusetts Bay on assessment and evaluation strategies.

Early Learning Opportunities Grant - Coastal Region (2003 - 2005) – Principal Evaluator for $840,000 grant from federal Child Care Bureau to improve quality and accessibility of early care and education in Coastal region.
Embedded Project: Child Care and Kindergarten Readiness Assessments – In partnership with Success by Six, Glenwood Research conducted a review of child care and kindergarten readiness assessments and presented findings at a community meeting intended to establish interest in and partnerships around strengthening the transition into kindergarten.

Early Learning Opportunities Grant - Kennebec/Somerset Region (2003 - 2005) - Principal Evaluator for million dollar grant from federal Child Care Bureau to improve quality and accessibility of early care and education in Kennebec/Somerset region.

Noble High School Health Center Service Improvement Plan (2009) – Evaluator of focus groups with students, school personnel, and community members to determine how services provided at Noble’s Health Center are perceived and how they could be improved or enhanced to include reproductive health services.

Lewiston Safe Schools/Health Students Initiative (2008-2012) – Lead Researcher for evaluation of community effort to reduce substance abuse and improve access to mental health services within the Lewiston and Auburn School Districts in Maine.

Behavioral Health Pilot (2009) – Maine Health Foundation funded project to pilot integrating behavioral health into two school based health centers.

Sanford Elementary and Secondary Counseling Grant (2008 – 2011) – Evaluator for Department of Education grant to integrate mental health into Sanford, Maine Elementary Schools.

General Supervision Enhancement Grant - Early Childhood Transitions (2004-2006) – Researcher contracted to study current services for children with special needs transitioning from the community into Child Development Services (Part C), from Part C to Part B 619 and from Part B 619 to Part B IDEA. Development of recommendations to Department of Education and indicators to track and improve information related, in part, to the Maine Annual Performance Report. Currently developing means of tracking child outcomes related to IDEA.

Survey of Parents of Children with Special Needs (2004) – Researcher contracted to complete data cleaning, analysis and reporting on a survey of Maine parent of children with special needs.

Sanford Elementary and Secondary Counseling Grant (2008 – 2011) – Evaluator for Department of Education grant to integrate mental health into Sanford, Maine Elementary Schools.

A Company of Girls (ACOG) (2005) – Evaluation of ACOG. Youth risk behavior prevention program for girls, ages 9 to 18, using performance art activities (theatre) as a method for engaging youth in programming designed to strengthen life skills and characteristics of resilience.

WMPG – Blunt (2005) – Evaluation of Blunt. Blunt is a youth risk behavior prevention program for high school-age boys and girls, using radio production and presentation as a method for engaging youth in programming designed to strengthen characteristics of resilience in participant youth.

Youthlinks (2005) – Evaluation of Youthlinks. Youthlinks provides community service learning and enrichment programs for youth ages 11-17 throughout the mid-coast portion of Knox County Maine. Consisting of ten (10) separate program activities, Youthlinks is a resilience-strengthening prevention program using participation in cultivation/nutrition/conservation programming to prepare youth to engage in community service.

Public Health
Maine Injury Prevention Mapping Project (2009) – Project to identify and map injury prevention projects across Maine.

Behavioral Health Pilot (2009) – Maine Health Foundation funded project to pilot integrating behavioral health into two school based health centers.

School Based Health Care (2007-2009) – Principal Investigator for evaluation of the Maine Assembly of School Based Health Care.
